Chintay Shih, Pioneer of Taiwan’s Semiconductor Industry
Chintay Shih, Professor of the College of Technology Management & Morris Chang Chair Professor, National Tsing Hua University (NTHU), is one of the pioneers of Taiwan’s semiconductor industry. Prof. Shih obtained his Ph.D. in Electrical Engineering at Princeton University and returned to ITRI in his thirties to participate in introducing semiconductor technology

to Taiwan. He assisted in the establishment of ITRI spinoffs, including UMC, TSMC, and VIS, creating a new page for Taiwan’s semiconductor industry.
During his presidency at ITRI between 1994 and 2003, Prof. Shih upheld a professional and pragmatic management approach to create open labs and an incubator center for technology joint development. His contribution led ITRI to become a world-renowned research institution. Later he served as ITRI’s Chairman in 2008 and continued to urge Taiwan’s industry to tap into global markets.
Prof. Shih has nurtured talents in Taiwan in the field of technology management. In 2004, he became the Dean of the College of Technology Management at National Tsing Hua University. Using his profound experience in technology management, he devotes himself to science management education and encourages industry-academia collaboration. For instance, he worked with Harvard Business School in writing case studies of Taiwan’s excellent enterprises. Moreover, he launched the Institute of Service Science at NTHU, the first postgraduate program of its kind in Taiwan.
Prof. Shih plays an important role in transforming Taiwan into an advanced information society. In 2009, he served as the Chairman of the Institute for Information Industry (III). With the vision of “Techno-Cultural Synergy, Innovation Unbounded”, Prof. Shih promoted the combination of culture and technology, which helps create a smart, human-centered society. Under his leadership, III received a Global ICT Excellence Award from the World Information Technology and Service Alliance (WITSA) in 2010.
